Upon opening I noticed a pleasant vanilla note. The tin I received was very wet. My first smoke was hot with a little bite. I let this sit for a year and the bit, just out weights any positive aspects of this tobacco.

The pouch note has a very faint vanilla scent. This is not your Vanilla Custard or Vanilla Flake type of aroma nor flavor. The Vanilla is far more muted. It does carry a bit of that "general" scent that people associate with pipe tobacco, which is to say with cheap drugstore aromatic tobacco.
Well, that carries into the smoke. It is very mild and showcase a bit of citrus and vanilla. Awhile back I reviewed C'est La Vie which, if not for the tongue bite, would've been a very nice blend. Especially, the vanilla and citrus really stand out with C'est La Vie. Well, Waterloo is very similar, but the flavors are a lot more muted. I could've lived with that but, similarly to C'est La Vie, Waterloo tends to bite me as well.
Easy to pack and smoke. Moisture level good from the pouch. Smoking pace is just a bit slower than usual. And again, that tongue bite is there if you push just a little too much. Sipping it slowly I constantly feel like it's trying to bite me if I just dare to draw faster. It's not a fun feeling.
The flavor doesn't change throughout the bowl. There's no depth or complexity to this blend. This is not necessarily bad. I was preparing for an easy-going all-day mild smoke and this one delivers.

To sum, this is not a bad tobacco. It tastes nice and can be an all-day for those who can never get their tongue bitten. However, I can't really recommend anyone buying this. There are plenty of better affordable blends out there which vary in strength, body, amount of topping, etc. Since three of the four options of rating tobacco on this website are some type of recommendation, I'd have to go with one star.
